Its design and rationale 4B1H2 made tradeoffs 4B1H3 that ultimately did not meet their needs or address their challenges. Potentially better tradeoffs could be made 4B1H4, but ultimately the only way to find appropriate tradeoffs is by analysis of the organization 4B1J.
