Ownership requires autonomy.

Trying to own something for which there is no autonomy means two parties are both trying to control it. Who owns the decision rights controls how ownership manifests. Sense of control determines how people interact with a problem—predictability is a prerequisite to autonomy. Ownership stimulates primary work motivators.
