Data collection depends on reciprocation.

Where there is no visible reason to offer data, data is either not offered, or trust is expended in the giving. If providing an answer to data collection is not optional, either trust is expended, or wrong or poor quality data is provided. The expenditure of trust requires a feedback loop of rationale or value to restore the spent trust; demanding trust with nothing feeding back leads to diminishing quality or abandonment.
