Planning is more important than a plan.

Forming a project plan puts into focus what all will be needed to execute a plan, enabling early progress on things that may become unforeseen blockers later on. At a macro level, a plan may show resourcing issues that can be addressed when seen early, but a plan cannot provide much predictive capability.rF2
